Introduction
The City of Loma Linda incorporated in September 1970 and operates under the council-manager form of government. The City Council serves as the City's legislative body, responsible for establishing policy and adopting ordinances that govern the conduct, affairs, and operations of the City. In addition to its legislative responsibilities, the City Council also serves as the governing board of the Loma Linda Housing Authority and the Successor Agency.
The City Council consists of five members elected by district to four-year terms. Following each election, the Council selects one of its members to serve as Mayor and another to serve as Mayor Pro Tempore.
The City Council's regular meeting schedule is the second and fourth Tuesday of each month. In recent years, however, the Council has modified its schedule to generally hold one regular meeting per month, on the second Tuesday, to accommodate reduced staffing, holidays, school breaks, vacations, and overall workload considerations. The Council retains the flexibility to convene a meeting on the fourth Tuesday whenever additional business warrants a second meeting.
