BUDGET COMMITTEE – One (1) Vacancy
The Committee consists of three (3) members who serve four-year terms and meet on an as needed basis, frequently during the months of May and June. The Committee reviews the City’s fiscal year budget and prepares recommendations to the City Council on how best to allocate the limited resources of the City to the various municipal services. The City Manager and Finance Director/Treasurer are the City's staff liaison members, although all Department Heads participate.
HISTORIC COMMISSION – Three (3) Vacancies
The Commission consists of eight (8) members who serve four-year terms and meet bi-monthly on the first Monday of the month beginning every January. The Commission prepares recommendations to the City Council pertaining to buildings and sites in the City of historical significance to further preserve the history of the City. An historical preservation ordinance has been adopted by the City Council, and the Commission is working on various aspects of the ordinance for implementation. A Historic District has been established. The Director of Community Development is the City’s staff liaison member.
PARKS, RECREATION, BEAUTIFICATION COMMITTEE – Four (4) vacancies
The Parks, Recreation & Beautification Committee consists of six (5) members who serve three-year terms and meet quarterly on the second Monday of the month, beginning every March. In February 2025, the Trails Development Committee merged with the Parks, Recreation, and Beautification Committee. The Committee is responsible for reviewing the Parks and Recreation Element of the City’s General Plan and recommending potential updates to the City Council. Its duties include making recommendations on upgrades to existing parks, the development of new parks, acquisition of parkland, creation of a trail system, pursuit of grant funding, and the establishment of beautification programs. The Committee also addresses trail-related matters within the Transportation/Circulation, Conservation and Open Space, and Parks and Recreation Elements of the General Plan as well as maintenance and improvements to the South Hills Trail and the Edison Easement Trail. The Director of Public Works serves as the staff liaison to the Committee.
PLANING COMMISSION – Two (2) Vacancies
The Commission consists of five (5) members who serve staggering terms and meet monthly on the third Wednesday of the month. It acts as a consulting and advisory board to the City Council, makes investigations and recommendations in an advisory capacity, either upon its own initiative or upon the request of either the City Staff or the City Council, of matters pertaining to growth, development and beautification of the City, including: subdivisions, street closures and street vacations, zoning text amendments and interpretations, annexation proceedings, development agreements, specific plans, general plan amendments, zone changes, variances, conditional use permits, parcel maps, zoning text interpretations, waivers, master sign plans, precise plans of design.
Commission members are required to file a Statement of Economic Interests pursuant to the City's adopted Conflict of Interest Code as mandated by the Political Reform Act and enforced by the Fair Political Practices Commission (FPPC). Statements of Economic Interest are public records.
PERSONNEL BOARD – One (1) Vacancy – Appointed by City Council
The Board consists of three (3) members; two members appointed by City Council and one at-large who serve three (3) year terms and meet on an as needed basis. The duties and powers of the Board are to hear and decide Administrative Review Appeals and Grievance Appeals as prescribed by the Personnel Rules and Regulations. The City Manager as Personnel Director is the City's staff liaison member.
TRAFFIC ADVISORY COMMITTEE – Three (3) vacancies
The Traffic Advisory Committee is comprised of five (5) members and staff representing the San Bernardino County Sheriff's Department, Loma Linda Academy, Loma Linda University/Allied Health Systems and the Bryn Mawr School. The five Committee members serve four-year terms and meet quarterly on the first Thursday of the month beginning every March. The tasks of the Committee are to review requests of citizens, staff, institutions and City Council pertaining to traffic safety items and subsequently submit recommendations to the City Council for consideration. The Director of Public Works is the City's staff liaison member.
